z_index_tablet=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">Climate change is causing increased variability and extremes in Great Lakes water levels and weather patterns. For example, in 2013, Great Lakes levels were at or near historic lows; by 2019 and 2020, lake levels were at or near historic highs. Lake levels normally change over time, but the cycle has become shorter and more extreme and chaotic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Climate change has also increased total precipitation in Michigan by approximately 14% and the frequency of precipitation events by approximately 35%. \u200b\u200bExtreme events such as severe weather and heavy rainfall are also expected to increase over the next century. Storms, high water levels, and erratic precipitation can cause coastal flooding and erosion, damaging critical coastal infrastructure and disrupting shipping and recreational use of the lakes. <\/span><a href=\"https:\/\/glisa.umich.edu\/resources-tools\/leading-by-example\/\"><span style=\"font-weight: 400;\">Learn more about climate impacts on Michigan<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Navigating climate change impacts can be overwhelming, especially when trying to determine who and what is most vulnerable in a community. <\/span><a href=\"https:\/\/glisa.umich.edu\/\"><span style=\"font-weight: 400;\">GLISA<\/span><\/a><span style=\"font-weight: 400;\">, part of NOAA\u2019s Climate Adaptation Partnership (CAP) program, provides easy-to-understand <\/span><a href=\"https:\/\/glisa.umich.edu\/resources-tools\/leading-by-example\/\"><span style=\"font-weight: 400;\">climate information<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"http:\/\/glisa.umich.edu\/engagement\/scenario-planning\/\"><span style=\"font-weight: 400;\">scenario planning<\/span><\/a><span style=\"font-weight: 400;\"> guides. After record high water levels in 2019-2020, coastal managers and private property owners scrambled to identify solutions and make decisions regarding their coasts. The recent comprehensive study \u2013 \u201c<\/span><a href=\"https:\/\/deepblue.lib.umich.edu\/handle\/2027.42\/172185\"><span style=\"font-weight: 400;\">An Assessment of Coastal Resilience in Great Lakes Communities: Basinwide Resources & Local Efforts in Response to a Changing Coastline<\/span><\/a><span style=\"font-weight: 400;\">\u201d \u2013 concluded:<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cCoastal municipalities also struggled to carry out resilience actions due to a lack of staff capacity to identify funding, evaluate resource options, and prepare effective applications\u2026Balancing many responsibilities, municipal staff often do not have the time, energy, nor training required to properly manage coastal projects. Other constraining factors included information overload - municipal staff not knowing what resources to use or who to contact for assistance - and the siloing of information across different agencies in the Great Lakes basin. Both prevented information sharing, which hindered actions or produced redundancies.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Taking advantage of the critical window opened by the passing of the bipartisan Infrastructure Investment and Jobs Act, Michigan Sea Grant (MISG) launched a multi-year effort to build capacity and undertake innovative projects, including the development of the Michigan Coastal Resilience Resource Hub. The National Sea Grant Program also awarded $125,000 to each state\u2019s Sea Grant, which will support efforts to build upon MISG\u2019s expertise in coastal resilience.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">One of the initial core products, the Resource Hub, will help coastal managers understand climate data and forecasts, find funding, and use resources from project partners such as the NOAA-funded Great Lakes Climate Adaptation Partnership (CAP, formerly known as RISA), the Cooperative Institute for Great Lakes Research (CIGLR), and the University of Michigan Law School.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Another aspect of the project was a coastal resilience workshop that MISG convened in fall 2023 to identify barriers and solutions for coastal managers.
