Climate Resilience and Adaptation Funding Toolbox (CRAFT)
Objective: CRAFT was created to support technical assistance providers working with states, Tribes, communities, nongovernmental organizations, academia, business, and others who want to ensure their investments are resilient to climate related impacts. This is a repository of of funding programs, climate risk tools, communication materials, meaningful engagement resources, and definitions.
FEMA Mitigation Resource Guide
Objective: This is a comprehensive list of federal resources, including grants, technical assistance, loans, and other means of support. It will help state, local, and tribal officials determine potential source(s) of funding and technical assistance for their potential mitigation projects.Updated 2021.
Environmental and Climate Justice Community Change Grants program
Objective: This environmental justice program seeks to leverage the Inflation Reduction Act (IRA) to support disadvantaged communities through projects that support pollution reduction, increase community resilience, and build community capacity to address climate change. These place-based investments will be focused on community-driven initiatives to be responsive to community and stakeholder input. They are designed to deliver on the transformative potential of the IRA for communities most adversely and disproportionately impacted by climate change, legacy pollution, and historical disinvestments.
Eligibility: Any partnership between two community-based non-profit organizations (CBOs) or a CBO in partnership with either a federally recognized tribe, a local government, or a college or university.
Criteria: Must include proof of nonprofit status for the community-based nonprofit organizations that are either the Lead Applicant or Statutory Partner applying for the grant. The applicant must submit a proposal, frequently asked questions regarding the application process can be found here.
Funding: Track I will fund approximately 150 large, transformational community-driven investment grants of $10 million – $20 million. Track II will fund approximately 20 meaningful engagement grants of $1 million – $3 million.

FY24 Bipartisan Infrastructure Law National Estuarine Research Reserve System Habitat Protection and Restoration Competition
Objective: To provide funding for research surrounding coastal habitat restoration; coastal habitat restoration planning, engineering, and design; and coastal land conservation projects that support the goals and intent of the Coastal Zone Management Act (CZMA), the Coastal and Estuarine Land Conservation Program (CELCP), and the Infrastructure Investment and Jobs Act (Bipartisan Infrastructure Law, BIL).
Eligibility: Regional authorities, non-governmental organizations, institutions of higher education, and state, territorial, tribal, and county/local governments. Non-governmental organizations may serve as the lead applicant for habitat restoration projects or for habitat restoration engineering, design and planning projects. Must be a National Estuarine Research Reserve System (NERRS) lead state agency or university designated to receive NERRS operations funding through a Memorandum of Understanding with NOAA in coastal states and territories.
Criteria: Applicants from eligible NERRs must submit grant proposals for coastal habitat restoration; coastal habitat restoration planning, engineering, and design; and coastal land conservation projects that support the goals and intent of the CZMA, the CELCP, and the BIL (Public Law 117-58, 135 STAT. 1356 (Nov. 15, 2021)). Projects that incorporate Diversity, Equity, and Inclusion support Tribal communities, and other marginalized groups are encouraged.
Funding: Total program funding: $ 13,500,000, the award ceiling is $4,000,000 and the award floor is $200,000. Specifically, it is anticipated that $200,000-350,000 will be allocated to habitat restoration engineering, design, and planning projects; $2-4 million for habitat restoration projects; $500,000 to $1.5 million for land conservation projects. Applicants may propose projects with a Federal funding request less than or more than these amounts, up to $4 million.

Climate Program Office FY2024
Objective: CPO research/science programs and activities meet urgent climate challenges, and incubate innovative advancements in Earth system and social sciences; support world-class assessment reports, including the National Climate Assessment; enhance and expand NOAA’s capabilities for integrated information systems for drought, heat and floods to deliver timely science-based information that can reduce the impacts and costs of these climate-driven challenges; educate and grow the next generation of experts in support of NOAA’s climate mission.
Eligibility: Higher education, other nonprofits, commercial organizations, international organizations, and state, local and federally recognized tribal governments. Federal agencies or institutions are not eligible to receive Federal assistance under this notice.

Coastal Habitat Restoration and Resilience Grants for Tribes and Underserved Communities
Objective: To support opportunities for tribes, and/or tribal entities, and underserved communities to meaningfully engage in coastal habitat restoration activities. NOAA anticipates up to $45 million will be available under this opportunity, of which $20 million will specifically be available as direct awards and subawards to Indian tribes and Native American organizations that represent Indian tribes through formal legal agreements. The remaining $25 million will be available to all eligible applicants.

Coastal Management Program 2025 Grant Funding Opportunity
Objective: Michigan Coastal Management Program (MCMP) promotes efforts to enhance the preparedness and resiliency of coastal communities and their capacity to mitigate the impacts of coastal hazards.
Eligibility: TBD
Criteria: Planning projects may include a variety of proposed actions that meet the needs of coastal communities and typically result in the development of a Master Plan, conservation, or recreational plan, or plans that prioritize water-dependent uses of coastal areas and expand upon the related coastal values and characteristics. Planning projects can also focus on capacity building, improved outreach and communication, and community engagement to achieve collaborative plans and strategies. Projects that conduct natural resource inventories, conduct sampling, or deploy drones are also considered planning projects.
Funding: Planning grants can be no less than $10,000 and no greater than $75,000. Feasibility, design, and engineering grants can be no less than $10,000 and no greater than $150,000. Low-cost construction grants can be no less than $10,000 and no greater than $250,000. Land conservation through acquisition grants can be no greater than $500,000.
Deadline: Grant Funding Opportunities are released in October of each year. Grant awards announcement typically the following Summer with awards beginning October 1st of the respective funding round for project periods running 12-15 months.

Coastal Planning and Construction Grants
Objective: Goals of the Program: Assist in the development of vibrant and resilient coastal communities; protect and restore healthy coastal ecosystems; prevent damage from coastal hazards; create and enhance coastal public access; protect coastal high quality waters; preserve historic maritime structures; and promote environmental stewardship
Eligibility: Coastal units of government; regional planning agencies and conservation district; academic institutions; non-profit organizations; and tribal governments
Criteria: Extent to which the project furthers MCM Program goals; degree of public benefit to be derived from the project, leveraging private and public resource; project readiness and feasibility for completion within specified grant period; and the likelihood that the project could proceed in the absence of MCM Program funding.
Funding: Planning Grants range from $10,000 to $75,000; Low-Cost Construction Grants range from $10,000 to $200,000.
Deadline: The Request for Proposal is offered annually with an October 1 release date and application due date of mid-December (dates vary depending on calendar).

Community Revitalization and Placemaking Grants
Objective: MEDC will partner with local communities to proactively address the negative economic impacts of the pandemic, and community revitalization needs in Michigan communities by investing in projects that promote population and tax revenue growt and help create the environment necessary to attract and retain talent, add new housing options, enable business creation and attraction, and provide resources for Michigan citizens and communities. These investments will help local governments avoid budget crises, retain current residents, and enhance downtown vitality.
Eligibility: Eligible applicants are individuals or entities working to rehabilitate vacant, underutilized, blighted and historic structures and the development of permanent place-based infrastructure associated with traditional downtowns, social-zones, outdoor dining and placed-based public spaces. Non-profits and local economic development organizations; developers; Brownfield Authorities, Downtown Development Authorities; local units of government; local Land Bank Fast Track Authorities or other entities approved by the MSF.
Criteria: Local support and match; Location; Capacity; Long-term impacts; Financial Viability; and Local and Regional Impact Considerations
Funding: Approximately, $100 million in state funding – up to $5 million per project for real estate rehabilitation and development, grants of up to $1 million for public space place-based infrastructure per project, and grants of up to $20 million to local or regional partners who develop a subgrant program.

USDA Conservation Innovation Grants-Michigan
Objective: Conservation Innovation Grants is a competitive program that supports the development of new tools, approaches, practices, and technologies to further natural resource conservation on private lands. Natural Resource Conservation Service provides landowners with free technical assistance, or advice, for their land. Common technical assistance includes: resource assessment, practice design and resource monitoring.
Eligibility: An official tax ID (Social Security number or an employer ID); A property deed or lease agreement to show you have control of the property; and a farm number.
Criteria: Own a farm or a ranch – Natural Resources Conservation Service offers technical and financial assistance to help farmers, ranchers and forest landowners.

Deadline: Applications for most programs are accepted on a continuous basis, but they’re considered for funding in different ranking periods. Be sure to ask your local NRCS district conservationist about the deadline for the ranking period to ensure you turn in your application in time.

Coastal Zone Management Habitat Protection and Restoration (BIL)
Objective: The purpose of this notice is to solicit grant proposals from eligible state and territory Coastal Zone Management Programs for coastal habitat restoration; coastal habitat restoration planning, engineering, and design; and land conservation projects that support the goals and intent of the Coastal Zone Management Act, the Coastal and Estuarine Land Conservation Program, and the Bipartisan Infrastructure Investment and Jobs Act (BIL).
Eligibility: Any coastal state or territorial CZM Program that has been approved by NOAA pursuant to the Coastal Zone Management Act (16 U.S.C. § 1455) is eligible for habitat restoration and conservation funds under this announcement.

Objective: The influx of resources has created demand for jobs whose skills require specialized training. This is expected to directly support the actions from the U.S. Ocean Climate Action Plan.

Rivers, Trails, and Conservation Assistance program
Objective: Supports locally-led conservation and outdoor recreation projects across the United States. NPS-RTCA assists communities and public land managers in developing or restoring parks, conservation areas, rivers, and wildlife habitats, as well as creating outdoor recreation opportunities and programs that engage future generations in the outdoors.
Eligibility: Through an annual application process, community groups, nonprofit organizations, tribal governments, national parks, and local, state and federal agencies can apply for NPS-RTCA technical assistance.
Criteria: NPS-RTCA staff collaborate with project partners by pairing their professional planning, design and technical expertise with your team and knowledge experts from the community .
